I don't think breaking rules in party chats is punishable.
Public chats are punishable.
And to answer your question, Advertising anything not being about the server is punishable. So, yes. Advertising servers on Pika isn't allowed.

In party chat rules like foreigners langauge is not punishable, As far as I know. Other are punisable.
