you only get warned once for a violation. No matter if it was a year or 2 years ago. after a warn you get muted for Spam.

Yes, that's correct, but as you can see, he has this weird curly wavy line before his nickname. This means that it's not his real name and that he is using a nickname. To reveal his actual name, you need to use the /realname command, like this: '/realname BALLZ' without '. Otherwise, it's not considered valid evidence. This doesn't apply to minigames, as players don't have that curly line when nicked so you can't determine whether they are nicked or not.
