Punishing "out of the server" users

Making it so that punishing rulebreakers that are not in the server anymore possible

So apparently i have been reporting a decent amount of rulebreakers on discord and i realize that some of my reports are denied because "The player has logged out of the server" or "The player is not in the discord server anymore".
At first i thought they have already been punished, but after some days i see them back in discord and talking like it's nothing even though they have broken rules (Like advertising, media advertising or discrimination) before.
This is a huge problem because rulebreakers on discord can just break a very serious rule (Like advertising or death threats & wishes, etc) when there are 0 staffs online, then log out of the server and come back after a few days to avoid being punished as the reports for them are most likely going to get denied because of reasons like "The player has logged out of the server".
If this did not get fixed, rulebreakers can just wait until no staffs are online, and start spamming multiple of inappropriate things in the chat, then just leave to avoid being punished.
Doing this will prevent users from avoiding punishments from breaking rules.
Example(s):
A posted his server's ip address in the discord chat while no staffs are there, then leave, B then reported A for advertising, but the report got denied because A has already logged out of the server., then A logged back after a few days and completely avoided the punishment. Implementing this can make people like A get punished.
