Problem with Efficiency 8

Whenever I do /warp mine, the efficiency 8 doesn't load in until warp mine resets.
This is really frustrating, as I know I could be getting lots more ores with this fixed.
Is this just a lag issue, or is there something wrong?

This never happened to me, but I was using efficiency 12. Can you explain further? If possible, can you provide a video proof so we can see exactly what is happening?

It's just that my eff8 pickaxe is as fast as eff5 until /warp mine resets, then it is as fast at eff8
