/fix hand while in pvp​

Detailed description:

Skykings have no cooldown on /fix hand and some are spamming it and can't die, while constantly repairing armor
Make /fix hand only out of combat tag because it is unfair to other people​

make it out of combat and a cooldown of 5 min and a +1 from me. its too OP.
