Anvils and Crafters

I'd like to have more informations about why you cannot place anvils or use the /anvil command, they are totally disabled from the gamemode making it impossible to merge 2 books. Also I'd like to know why crafters aren't working properly, they are slow and useless since before they get a second item it drops the first one making farms that convert for example bamboo into bamboo blocks or gold nuggets into ingots impossible
