In general I saw that the leniency of punishments should be changed, For one the reason for many occurrences is because of the fact that the people know that there not gonna get punished severely, they have the mentality that,

"Since this 1 guy is doing it and not getting punished then I should do the same and if im punished then its biased" this is basically the main problem that the server is facing with this kinda issue and should be the first thing needed to be resolved for any change to happen. If you show the public that you have a strong base or ground of the rules then people would know better not to commit this in the first place
