future 1.11 pvp fix

Detailed description:
A large portion of players are opposed to updating pvp servers because of combat changes. This plugin reverts combat changes and has toggle-able settings.

Reason:
Would make a 1.11 update smoother for pvp players.

Also suggesting that updates are applied to servers one-by one instead of simultaneously for less overall down-time.
