Scamming is allowed both on OPFactions and KitPvP which means that the player didn't break any rules, only gamemodes where Scamming is punishable are Survival & Skyblock. Also, if someone scams you on the gamemodes where scamming is punishable you need to have video evidence of it happening to report the player.
