You could get on Supply crates and every 6500 raw break block you do. Type /collector to collect them (make you sure have space on inventory).

are those raw blocks? /blocks will also count blocks broken by pickaxe enchantments such as explosive

How to get them?

You get poke balls by mining RAW blocks. You can check the number of raw blocks you have mined until now be just doing /stats and checking how mant blocks you have mined.
Ans as of getting those faster, you can :
1. Mine with a pickaxe with 0 level of explosion. This really is the fastest way to get it if you want to get those while mining.
2. Mine in Diamond Dunes, collect shiny diamonds and then you can buy a lot of pokeballs/safari balls at once in /caveshop.
3. While you mine, you obtain gems which can then be used to trade stuff with /mysteryman during weekends and the mysteryman has quite a high chances of selling pokeballs for 10 gems each.
There might be other ways, which I am not sure about.
