Detailed description:
I came up with this idea based on how relics currently work.
Before explaining the new relic system itself, I want to introduce a new system that supports it.
I suggest adding a new dungeon type alongside the current zones called:
Hostile Dungeons
these are underground areas filled with hostile undead mobs that actively attack the player. (if your health goes below 2 hearts you will get teleported to spawn. and if you die you will not lose your items [keep inventory = True])
you can access this area through the Hostile NPC at spawn.
Hostile Dungeon Systemin the underground area. hostiles drop a new item called [currency] Cuts. Each hostile kill has a chance to drop one of the following :

those items will come with 3 different tiers
Rare, Epic, and Legendary
so depending on the hostile tier you kill, you will get that type of cut. so here's the Hostile Tiers explained
Hostile Tiers : Hostile mobs have tiers similar to normal zones mobs:

The tier of the mob determines the tier of cuts dropped
Relics Crafting :Instead of random relic drops, players craft Relics vouchers using Cuts drops. and you can trade 1 stack (64) of a specific Cut to receive a Relic Voucher. for example:
- 64 Rare Coin Cuts -> Rare Coin Relic Voucher
- 64 Epic Pearl Cuts -> Epic Pearl Relic Voucher
- 64 Legendary Shard CUts -> Legendary Shard Relic Voucher
Relics Vouchers Boost Values

for example, when you claim a *Rare Shard Relic Voucher* you will get a random Relic that has a random booster between 50 % and 100%. then you can right click it to add it to your /relics inventory where you can activate your relics
Hostile Upgrades :
Players can upgrade the dungeon Hostiles difficulty using:
Hostiles Upgrader ( you can buy it from the hostile npc at spawn or from /shardshop)
- Rare -> Epic = 2,500 shards (upgrades all spawned hostiles tiers from rare to epic)
- Epic -> Legendary = 5,000 shards (upgrades all spawned hostiles tiers from epic to legendary)
Hostile Bosses :
these boses will spawn randomly or you can summon them with a boss summoner item (which you can get from treasure crate keys )
Hostile Bosses Can Have A Random Effects such as :
- Upgrades spawned Hostile Tiers
- Increases Drops Chances
- Increases Spawn Rates
- Boosts Drops
The current relics system relies on randomness from mob drops. and it's percentages or effect on the game doesn't add too much to the pve mechanics
Example(s):
The Hostile Dungeons should be underground which means a cave style location. where mobs spawn like :
- Witches, Skeletons, Zombies, Husks
And for bosses we can have the Giant version of those hostiles. or bosses like :
- Ghast, Wither Boss
