Is Pika-Network owned by JartexNetwork?

Is this (Pika-Network) server owned by JartexNetwork? Because I got kicked out because of the server reset, and I ping this server in Terminal (equivalent of Command Line in Windows) and I try to play other server and "coincidently" it also down. I also ping it directly via Terminal, it says (both server) ping to 'jartex.tcpshield.org' so can anyone that know in the inside tell that my theory is true or not?
