First of all, the plural form of a fish is fish and not fishes.

Nobody can see water or air, since it has no color. The reason we see the border between water and air is because water reflects light into our eyes.
Fish can see where water is, since light bends in water (you might ever had that with physics) and in air it usually doesn't. Also, most water isn't 100% clear, which makes it easier.
