encantments dont work

hello there I love this server but on op prisons, the pickaxe enchantments don't work such as vaneminer and explosion plz fix this

hey there so lets say you have explosion 1 on ur pickaxe because its low it will happen very rarely this it how it works the higher the more probability of it working

All the enchantments work, they just dont toggle on every block you mine. Predefined message to bypass the limit filter.
