You can review the rules of the server by going to https://pika-network.net/rules/. This will show you all the rules for each game mode.
Without any evidence, you can't get someone punished as the staff have no way of knowing what happened without proof. I don't think insiding is a punishable offence on survival.

If you do not ha e proof it will not be accepted proof is very important but stealing is not in the pika rules so it will get denied trusting a person is at your own risk but which type of stealing did he do from chests or took you to pvp and killed you(yes that is ban) or an other way??
