Add a punishment for Elo boosting. ​

Detailed description:

If a player is caught giving elo to themselves from an alt, they should be wiped and banned because this takes the competition away from pika. It makes it so anyone can be at the top of any leaderboard.​

Reason(s):

Practice should be competitive.​

Example(s):

1st: Warning 2nd: Full wipe and 3 day Ip-Ban. 3rd: 7d ip-ban and wiped. 4th: Perm Ip-Ban, wiped, perm unable to join ranked queue.​
