Wind charges overriding blast prot​

Detailed description:

When using wind charges with a full set of blast prot 4 it does not move you at all.
Making wind charges bypass this so that we can wind charge even with blast protection on our armor.​

Reason(s):

Blast protection is quite useful especially when you can have all 4 protections on your armor at once. It's usually used for Crystal PvP but can be used for other things. Having to sacrifice blast protection just to use wind charges is a hefty price and would be much better if we could have both​

Example(s):

If I had a full set of armor with blast projection 4 it would launch me the same height if I didn't have any blast protection​
