I get it a rank gives you perks yeah I get that but why do you need a rank to mine spawners? like why? so if a faction that doesn't have a player with a rank misplaced the spawner then are they just screwed until they fess up 10 EUR ?

Part of the 'perks' for having a rank are the ability to mine spawners. I would recommend just getting someone with a rank to join your faction.
