Why was the tool upgrade system denied?

I searched all the suggestions and couldn't find the original one that was referred to in a later suggestion by _al3x_16. There it says it was denied but yeah, I have no idea where and why? If any member knows lmk :3
(If anyone wonders, it's about making all three tools have just one shop slot, making them upgradable step by step so that you have to pay less to upgrade to tier 4 if you're already on a higher tier)

Hey there, you can read the 2nd point to know the reason behind the denial. And I still want them to make tools upgradeable.
