there would be no punishment or anything like that. All there would be would be a note in the suggestion section saying, "make sure to put +1,0, -1 and then a reason to give useful feedback to the author.​

Reason(s):

If you disagree or agree, the writer of the suggestion can know why.​

Its much better to substantiate your reason so it can actually help the person who made the suggestion improve their suggestion if neccessary.

neutral, sometimes i think the suggestion is good then i will say +1
sometimes the suggestion still have bug and need to improve i would say neutral +reason +place to improve
sometimes the suggestion is trash and exist alot of bug and hard to make it work i will say -1 + few reason
I think this should be optional for people to say +1 neutral or -1 and saying a reason. regulating people to add a reason may not be a smart idea.
