Warning instead of a ban?

So i made a report on xXxCaptainPvPxXx for advertising. But isn't it supposed to be a IPban for saying 2 different server names? In the screenshots you can see he said GC and RC (won't say the full names). Like, i would understand if he only said one of the server names, but in the rules it says ''(Ex. Lets play on "server") : Warning >> Permanent Ban + Ip Ban''. So i was suprised it wasn't a ban because in the rules it says it's supposed to be a IPBan.

He wasn't warned before so that was his warning, the next violation (Same one) will be an IP Ban
