Upvotes & Downvotes improvements​

Detailed description:

When someone in comment says +1 it should count as an upvote to a suggestion.
When someone in comment says -1 it should count as downvote to a suggestion
When someone tries to say just +1 or -1 without anything else in the message they should be allowed to do it without having to say 6 or more words​

Reason(s):

People don't konw how to upvote/downvote so they just say they upvoted but they think saying +1 or -1 in comments means upvote/downvote​

• Instead of typing meaningless "+1", "-1", "Neutral" comments, just use the upvote/downvote feature. If you have something to add to your vote that is meaningful to the suggestion, you should definitely do it in over 6 words.
