This is an exploit that many people know at practice and it's problem for the most of us every day. As TryHardMarktin said you can report the player for exploiting Here, and you can always report the exploit as a bug Here.
But I want to inform you that the only way to win a match if someone does this is just to wait for him to leave or die. He can't get in again so just wait for him to get bored.
