Reason:
because the new versions are better

Example:
mine craft updates for a reason you should too

Devs cant make plugins instantly.
New version = more bugs to take care of.
Just chill and be patient. There will be a time that the server will have the new "better" version

Making all servers the latest version will be bad/annoying to the pvp players, because as you know the new versions doesn't support "pvp".

You can make the lobby 1.7.10 through 1.12, and then make the pvp servers 1.7 only. This can be done with Hexacord, and would be a win for both sides. +1

There are plans to update survival to 1.12.2, probably won't happen until the new year.
