Special peoples with access to blacklist rule-breakers​

Detailed description:

Hackers,Dupers,spammers are the main problem of every server but I got a idea that i want to suggest.
Add a new system in which some trustable peoples of admins/gunfire will have permission to blacklist ( rule-breakers ) but the rule breaker will not be directly punished. A guy with this access will blacklist anyone ( with a valid proof )& black list the rule breaker from pika-network and punishment of rule Breaker will be in queue ( In any new fourms section ) If his punishment is valid ( with proof ) then the staff members will properly ban/mute the rule breaker in this time the rule-breaker will not allowed to join server because he will be blacklisted from the server​

Reason(s):

Because sometime the appeal took like 1/2 hours to get accepted & in this time the hacker or any rule breaker keep breaking the rules like hacking,spamming,duping.​

Say someone got this permission and they have a enemy or rival who has a big bedwars winstreak , he can just black list him /her and later he can just say that he looked suspicious.
Not only bedward but every other gamemode too every minute counts , if you get kicked in middle of PvP in survival or lifesteal .

This means they need to enlarge the whole management team, making a flat structure of the staff team. It would just lower the productivity.

Just add more trials, enlarge the staff team to moderate the server is enough. There is absolutely no need to give special perms to special people which would definitely mess things up.
