Spawn Item Drop Toggle Feature​

Detailed description:

Add a feature to the /settings command that allows players to toggle item dropping at spawn.

When it is set to [ON], players can drop items at spawn.
When it is set to [OFF], players cannot drop items at spawn.

Many players want to drop items at spawn for giveaways, and disabling this feature completely has made giveaways less fun.​

Reason(s):

This would make giveaways more fun and enjoyable, and players would love it.​
