Suggestion:
rule disallowed words/behaviors

Detailed description:
a guide to follow.
swearing isn't acceptable, but what is more unacceptable is someone saying that it acceptable, if someone swear at you and you don't know him you will get mad for sure, let's say the word dog, someone called you dog multiple times because he killed you in-game or whatever and you report the player and it gets denied for the reason : too light, you might think this is acceptable on the server and do the same but this time someone reports you and you get banned or punished, you won't be happy because why you and not the other? this really depends on the staff member reviewing the report, a member might see it insulting and the other not, but is it insulting or not? there should be a guide to such a thing, I don't mean a list of all the words that someone can't say, but a category that if that word is an insult wether it's a light or not he should get punished, this shouldn't apply on some scentences that is not directed at the person, like : why are you following me around like a dog?
this is just describing a behavior like a dog behavior, not the person himself

Reason(s):
it's not fair to get banned or not based on the staff member reviewing the report, he even might do this because he knows the player in report, "hey this is my friend I won't ban him" or "someone insulted my friend I will ban him".
or even someone banning a player for a reason that someone didn't get banned for, why did he get banned that? it's not fair.
how do I know if the swear is acceptable or not based in the context? I see it as an insult but the staff says it's too light, another staff says he should be punished.
which opinion should we follow? that staff or that staff?
and if this is your friend and you are okay with swearing at each other use /fmsg
don't insult in the public chat and you will be okay

I believe this will make more players happy with the rules and it makes it fare for all of them

Example(s):
swearing with word and getting banned, someone else does the same thing but he doesn't get banned.
the first player got banned because the staff sees the word as an insult, the second staff sees it as a light word and it's not enough to be punished

keep in mind the report title also might make a change for example, if it's not a direct swearing, it might fall in the

Negative behaviour

Being rude towards other players. Inappropriate behaviour not covered by the other rules may fall under this rule.

+1, this is actually true. Punishments depend way too much on the staff, which isn’t fair. I’ve had it happen loads where a player breaks a rule, I report him and it just gets denied, because he’s friends with the staff.

I can understand your frustration and the points you have raised. However, I believe that creating the list would only let people know how to bypass the rules.

1. There are no such bias in how certain things is too light, in fact there are way too many similar situations than you can think of whether certain words is punishable or considered as too light to punish. As @ieoub mentioned that there is a seperate rule that covers some area where the swearing rule dont necessary cover.

2. The fact is that it does not necessarily require a word to be insult to be recognized as punishable. There are situations where there could be misspelt, abbreviated etc. It would already greatly affect how certain words is punishable or not.

How would they bypass it if you punish all the insults? , if the word could be used as an insult and he directs it to me describing me with it not a behavior, then it should go under thar disallowed words rule, as I said there's nothing like a "context" it is just an insult or not, light or heavy it's an insult, and this just depends on which staff member is reviewing the report if he sees it as an insult or not.

People are infact more smart than you expect. If you explicitly mention what is recognized as an insult, then they would find ways to implicitly insult you. And as I mentioned above, it is not about whether words are insult. There are situation of misspelt, or abbreviated words which would already cause a certain word be too light to punish. It does not matter whether a word is an insult or not, it is whether the word said is clear enough for it to be punishable.
