Denied Global /report command

/report command​

Detailed description:

Add
/report <playername> <whichhacks>​

Reason(s):

There Are So Many hackers in pika-netork
So add
/report <playername> <whichhacks>
for players to report.
Now There is no /report command in-game
so players need to record the evidence of them hacking
so instead add
/report <playername> <whichhacks>
for players in-game​
