Remove "You cannot say this message twice!"​

Detailed description:

This issue, although not a major one, still affect and annoys many people. Especially for nons, who cant chat more than once every 3 seconds, if they try to say the same thing (or anything close to their original message) after being told they can only talk once every 3 seconds, Pika will say that they cannot say the same message twice, despite them never saying it, only trying to. While this, slowing them down during potentially crucial moments, is also transferred to all ranks, when you try to shout something, and the timer isn't up yet, if you try to say the same thing once the shout timer ends, the dreadful message reappears.
My suggestion is to remove & replace this system with a solely anti-spam system, where saying the same message more than a set amount of times per minute gets limited, but nothing else. This also helps with games like bedwars, where people need to say "inc" many times per game, but unfortunately cannot due to this system. Obviously, parties are the solution, but as a very large portion don't play with parties, this suggestion would help them massively.​
