Remove /report for private chats
Detailed description:
In BedWars and other gamemodes, players often joke with friends in private chats like party or guild. These chats are not visible to others outside the group, and all members have voluntarily joined.
However, a third-party player (who isn't part of the conversation) can still issue a /report for private chat violations — even though they didn’t witness it or weren't affected. This is unfair and easily abusable.
If someone within the party or guild chat feels uncomfortable, they should be able to report it. But a completely unrelated player should not have the ability to report something they weren’t involved in or didn't see.
This suggestion is about preserving fairness, privacy, and the intent of private chat systems.

Example(s):
A group of friends are joking around in party chat. None of them are offended. However, a random player — who wasn't in the party and couldn't see the chat — uses /report anyway. Later, one of the party members gets banned for something said privately. This leads to false punishments and reduces trust in the system.
