Remove access of iphist from admins​

Detailed description:

As we have recently came accross an incident where a self claimed hacker got access to many pika staff accounts including admin and moderators and he easily got access to old pika database as well as ip addresses I would like to suggest to remove any permission which can be dangerous to community as whole from admin rank. In such a arge network having such easy access to everyone's ip is not tolerable maybe make it like it's only accessible to developers and actually paid positions. I hope developers actually care about personal information of their players and ammend these changes.​

Reason(s):

Admins have so easy access to player database they can easily make it public.

Please read the "Read before posting" thread before making suggestions. Making any suggestions related to Staff team is a straight denial because they asked players to not to do it in the thread.
Moreover, going from Trial to Admin takes time which is a lot to make them responsible about their permissions and to not to abuse them. This suggestion came after the video of one admin getting hacked, but I'm pretty sure they'll work out on the precautionary measures to avoid such things in the future.
