So i was wondering if i have a seasonal rank, can i still use a permenant one of lower ranking. i want to know about KitPvP particularly, and just servers in general

No, you can't have permanent rank with seasonal rank and after the season it will be expired.

If for example you got a seasonal Hitman rank, you claim it, and then you claim a permanent Smuggler rank in the same season, you will remain a Hitman, but when the next season comes you will revert back to Smuggler.
