Fix runners in Gen PvP and add full loot duels

Detailed description:
PvP right now is super annoying because people just run away with the spear as soon as they get low hp and fights last forever.
Honestly, the best fix is to remove the spear completely, or at least give it a much longer cooldown while tagged in combat so players can't spam it to escape.
Also, please add a /duels system where players can challenge each other to full-loot 1v1s in a closed arena. Whoever wins gets the opponent's entire inventory/loot. It would give competitive players a place to fight properly without runners, third-parties, or map clutter, maybe even with a leaderboard for duel wins.
