When to use 'going to' and 'will'
-> I am going to buy him a cake for his birthday
-> I
will buy him a cake for his birthday

And when do I say 'had (past perfect form of verb)' and '(simple past form of verb)'
-> He has eaten the cake
-> He ate the cake

Also in the second part you talked about Past Simple and Past Perfect but in your first example you use Present Perfect xD So which one do you need?
I just need to know when to use the simple form and perfect form, by that I mean when I use the perfect past tense and when to use the simple past.

I ate the cake and I have eaten the cake are basically the same, but which should I use and when?
