Adding /rules and /messages command in New PikaNetwork Bot​

Detailed description:

There isn't a command to go to rules website quickly, to fix it, /rules would be great.​

To check msgs count, /messages will be helpful.​

Reason(s):

• It would be easy to read it quickly. ​

• Old Bot had it, but new one doesn't. ​

Great idea, since the old bot had it, I believe the new one should have it too. Specially when I help people, I now need to send rules link instead of just typing /rules. It is kinda annoying, so I think this should be implemented as fast as possible.
