The main problem that i see with your request is that without an account name we cannot bring up an IP.

Oh I think that's not a good thing to staff as he might have the password of this account and want to ddos flood the previous owner of the account

Eh.. You can actually do the reverse if ya didnt know.
With dupe ip you dont need account name, you can do it with IP aswell.

Both /dupeip bob
And /dupeip 192.168.1.1 work.
