Detailed description:

Something is killing even the slowest redstone circuits, and the hopper crafting recipe is outright blocked. A simple 2x2 door will consistently get stuck half-open. I've found some ways to bypass the redstone limiter, but not everyone is going to figure out what's breaking their stuff.

Theoretical lag sources do not make a good reason to break game mechanics. It's better to check who/what is killing the server so the normal players can play.
