Is Overclaiming disable?

In a faction server when a faction possess less power and more land another faction should be able to overclaim the land but is disable is it disable or was it a mistake?

Did you make sure your faction has enough power and the faction whose land you are trying to overclaim is low on power. What happens when you try to do it?

Yes I did make sure I had enough power and the faction I tried to over claim had less power, When I tried to overclaim it simply displayed overclaim is disable.

In that case, it is most likely disabled because I haven't seen anyone overclaim another faction's land for a long time.
