Is occasional "hidden ping" a thing?

As a low ping (10-40 ms) player, I notice immediatly and terribly when hit registration, knockback and reach do suddenly not work as intended anymore. Regardless of the other persons ping, on random days, I experience some of the typical high ping artifacts, like impossible hits on me and no proper hit registration from my side (it feels like gambling weather clicking on a person will actually do anything).

This happens even though my ping is officially still very low, it says so on my client AND in practice duels. It does also not depend on my opponents ping.

This morning for example, I experienced this, and when i came back later (supposedly after a server crash/reboot), it was gone. I'd really like to know if this happens to other european players too and possibly (from a mod?) why and what exactly is happening :)

its a cracked server, if you go to a good server against the same player you will notice a huge differance
in my case i average 65ms on pika, 40ms on other servers with the exact same hosting location.
as for the knockback it's their fault since it's vanill:a knockback(very poor)

yeaaahh what you describe is not at all what is happening to me, and I sometimes literally get 9 ms which can't be beaten by non cracked servers either - thanks for your help, but im pretty sure we have entirely different issues.
