Restart your router. If you don't know what is a router, basically it is where your wifi signal is from. There is a button somewhere in the router and just press it and turn it back on.

basically your ip is getting blocked or maybe you can make a ban appeal here:
https://pika-network.net/appeal/

Why are you getting blocked? - The server thought you are using VPN
Making a ban appeal will get you prevented from this situation under some circumferences :)
