It's like that because high scores have more experience as they are- high score
so if a high score kills a low score, an experienced player killed a non experienced player, and it requires less skill so the score will be lower
The same if low score kills a high score

the elo system is pretty bad but no matter how bad it is, a lower elo person should always get more elo than the higher elo person after winning, and lose less after losing.
