Enable Dropping items On Spawn After Reset​

Detailed description:

Spawn is best Place for Drop parties and events every player can just /spawn and join events so it would be good
to enable dropping items or put public chest like in op factions​

Reason(s):

people cant make Drop Parties or cant give useless items to new players on spawn​

Someone will make a drop party warp. Public chests are a good idea though.
