Disable faction flight in enemy terratory only on Raid/Side claims​

Detailed description:

By disabled faction flight for enemies on Raid/Side claims like it has been done on Base claims can help prevent :
- People flying in from below the cannon cegg up if there is no reverse layer or no reverse layer.
- Can drasticly decrease people from phasing (v-clipping) in cannons.
- This feature would help people raiding a faction and the defending faction siding.

I totally agree with this and even when im flying in wild if i get into an base claim my /fly will stop working and /f fly too ig i never really tried /f fly but whtever
