Cooldown on ./is create​

Detailed description:

Suggestion:- Addition of cooldown on /is create and /is disband
How it works by adding cooldown of 1 min (depending on devs) to is create command would reduce the amount of players who abuse the bug for level​

Reason(s):

Reason:- There is a bug in skymines where if u create island and mine all the ores in the overworld upto level 2 and then is disband and repeat everything gain levels pretty fast + with level experience booster it goes up very quicky​

Using the bug is bannable though, and it's a bug so it will be fixed hopefully. A cooldown might not solve it. During the cooldown, players just get to collection lvl 4 everywhere and that's it.
I think a cooldown in general wouldn't bring any positive aspects... (why would people create new islands quickly without the bug?)

Well Arshad my friend made a report on this previous season and it was not fixed
Adding cooldown would reduce/minimize the players who try to abuse the bug
