I know this error message and experienced it a lot. Here is two causes and fixes:
1) You are using the wrong server ip - Use this ip to help : play.pika-network.net
2) Your internet connection was bad - There's multiple reasons to why this could happen - it can be too much devices are connected to the internet or bad weather, etc.
