my ocelot spawner level 4 is not working

Ocelots spawn above grass blocks or leaves at sea level (y=63 per default) or higher.

These are the ocelot's spawning conditions. Are you sure that your island meets them?

You need to google it a little bit. For example, if you want ocelot's conditions, google "ocelot spawning conditions" or something like that. Minecraft Gamepedia usually provides helpful information about that.
