Add shared gang perks in /g perks​

Detailed description:

• Add a upgradeable /g perks menu where Gang Leaders can spend Gang Trophies or Gang Eco to unlock team-wide passives.
• Upgrades include: +2% Haste, +5% Token Multiplier, or a small chance for double block drops while mining near gang members.
• Perks only apply when mining in the same prestige mine as a gang mate.

Reason(s):

Gives gang members a real incentive to mine together in the same areas rather than grinding completely solo.

Adds a valuable drain for Gang Currency outside of just gang levelling rankings.​

Example(s):

A gang unlocks "Mining Efficiency II" in /g perks. All online members receive a permanent +5% Token multiplier boost while active in mines.​
