Add OneTime Kit in Skymine​

Detailed description:

As an active Skymine player, I’d like to suggest adding a One-Time Kit for ranked players , just like it exists in other gamemodes such as KitPvP, SkyPvP, and others​

Reason(s):

Why this is needed:

• Other gamemodes already offer one-time kits, giving a small boost or head start to ranked players.
• Especially in Skymine, where progression matters, this kit can offer useful but balanced starting tool or keys etc
• It’s a one-time claim, so it won’t affect long-term game balance.

This would be a small but meaningful feature that brings consistency across PikaNetwork gamemodes.​

Example(s):

Gurdian rank 3 voting keys
Sentinel rank 3 voting keys + 1 resource keys
Regent rank 3 voting keys + 3 resource keys
Guard rank 5 voting key+ 3 resource keys
Royal rank 5 voting keys+ 5 resource keys +1 skin key
Monarch rank 7 voting keys+ 5 resource keys + 1 skin key
Celestial rank 7 voting keys+ 7 resource keys + 2 skin keys
