Add /f perm for Faction Bank Withdrawals​

Detailed description:

I would like to suggest adding separate permissions within /f perm that allow faction leaders to control who can withdraw money and experience (EXP) from the faction bank.

Currently, faction leaders are unable to selectively grant or restrict access to these resources. As a result, all members with bank access can freely withdraw funds and EXP, which may lead to misuse or accidental depletion of faction resources.

By introducing dedicated permissions for bank withdrawals, faction leaders would have greater control over faction management and be able to assign financial responsibilities only to trusted members​
