Add chatgames sound​

Detailed description:

So in the new reset pika added chatgames and there's this chatgame with Guess the number 1-100 and I'd suggest to add a sound when its starting and when its ending.

The sound should not be a existing one though!​

Some people don't notice that it's over and chat spamming continues...

Its 2h after reset i gotta grind nothing more to tell​

This feels pretty unnecessary, as when a chat game ends, a big message already shows up in the chat saying who won and what the answer was. Adding a sound might just make it a bit obnoxious.

People are always spamming like 30 seconds after it ended still numbers. Staff said its muteable but thats kinda unfair so heres the solution. And it IS necessary, ill send video next time
